KALIPI SecGen Elected YLDA President

The Young Liberals and Democrats of Asia elected a new set of leadership on its Fifth General Assembly. KALIPI and YLDA Secretary General Jan Argy Tolentino was unanimously elected as the Third President of YLDA and Second from KALIPI to head its leadership.

Also elected was Chee Wey Hng of Gerakan Youth (Malaysia) as Secretary General, and Buddhika Pathirana of Liberal Youth Guild (Sri Lanka), Prakash Pyakurel of Youth Initiative (Nepal) and Sann Seakin of Sam Rainsy Party were elected members of the Execom. Rachel Ann Bersamera of KALIPI was appointed as Finance Committee Chair and Khang Woon Ong of Malaysia People’s Movement Party as Auditor.

Tolentino on its third term on the Executive Committee envisions a more active Young Liberals of Asia producing a more empowered youth who will serve not only the region. “It is a privilege for me to serve once again our organization, especially on this challenging generation that the youth has”, he implied.

The Fifth General Assembly of Ylda was held in Siem Reap, Cambodia last 29 October – 2 November 2008. As it elects its core leadership, it was preceded by a workshop on Human Rights and Peace which was attended by MO’s of YLDA.

Also attended the AGM and workshop in Cambodia were Martin Defensor, KALIPI Vice President for Students and Atty. Claudette Tolentino, KALIPI Council of Ladies, Chair.

KALIPI hold BOSLD at BulSU

The Kabataang liberal ng Pilipinas National Headquarters held a Basic Orientation Seminar on Liberal Democracy (BOSLD) last 25 September 2008 at Bulacan State University (BulSU) for the school chapter.

The seminar aims to introduce KALIPI, its ideas and concept to more students and strengthen the BulSU chapter. Among the speakers were Mr. Emil Samaniego, former KALIPI and YLDA Intern, Ms. Jezaline Clemente, and Prof. Jan Argy Y. Tolentino, KALIPI Secretary General.

Mr. Samaniego discussed the situation of the youth and their role in nation building. Ms. Clemente gave a talk on KALIPI's organization background, youth advocacies and program. On Liberal values, broad movement of liberals in the Philippines, regional and international liberal organizations were highlighted by Prof. Tolentino, who also serves as YLDA Secretary General and Vice President of IFLRY.

"The youth and students of Bulacan needs to be involved and committed on doing bold actions and steps to take-part on nation building", KALIPI-BulSU President Daniel Avendano said. "We want to promote a more responsible and action oriented Bulacan youth", he added.

The BOSLD is regularly conducted by KALIPI on schools and community youth who want be involved on the organization's advocacies. It is one of the KALIPI's commitments – to harness the vast potential of the youth for the end view of making them active participants in charting the nation's destiny.

Make the Case: how international law can help protect people from climate change

A competition launched by: Oxfam International, The Climate Justice Program, and Advocates for International Development

Why this competition?

Oxfam International’s staff and partners work with poor communities in over 100 countries around the world, and they are increasingly witnessing the devastating effects of more frequent and severe climatic events on poor people’s human rights to life, security, water, food, shelter and culture.

Climate change is creating an unprecedented challenge for the international community, and international institutions must rise to meet it. The current negotiations under the UNFCCC are a crucial route to getting an effective and fair approach to tackling climate change, but evolution in international law is likewise an important tool for providing affected people a means to defend their human rights.

In order to emphasize the international obligations of states, stimulate innovation and progress in international law addressing climate change, and to bring public attention to the urgency of the matter, Oxfam International, the Climate Justice Program, and Advocates for International Development are together launching a climate law competition. We are calling on lawyers, academics and law students worldwide to put forward the strongest legal case possible to demonstrate that rich countries’ greenhouse-gas emissions are violating the human rights of people in developing countries (download full details and the competition question here).

The competition will be judged by a panel of eminent international lawyers, drawn from backgrounds covering both international human rights law and environmental law. There are two categories for entries: one category for practicing lawyers and academics, and another for law students, and this should be clearly marked on the submission. Entries can be submitted in English, French, Spanish or Portuguese, and should be sent by email to climatechangecompetition@a4id.org by 31 December 2008.

The winning entries in each category will be announced by the panel in March 2009. The top entry in each category will be announced and published on the websites of all three organizations, and the two winners will also each receive a £100 voucher for purchasing books or climate-friendly goods.

The Competition Question:

Algoria (an imaginary country) is a small, mid-latitude, developing country. With high mountain regions in the north, the majority of its population live in the mangrove-fringed fertile coastal plain to the south, mostly making their basic living from small-scale agriculture and fishing, benefiting from the glacier-fed rivers. Some progress has been made towards achieving the Millennium Development Goals, with notable reductions in cases of measles and maternal mortality. Significant expenditure is planned, with the help of international development assistance, to provide clean water and basic sanitation facilities for the 60% of the population with no access to them. But about 40% of the population still live on less than one US dollar a day, and over 25% of children under five are underweight.

Last week, you read an article in the Algoria Times reporting the Algorian Environment Minister as saying that, “We’re going to suffer massively from climate change. It’s already happening and undermining the human rights of our people. I blame the developed world. They’ve got to stop dragging their feet, reduce their emissions and pay up for their past profligacy. If they can’t come up with a fair negotiated deal at the UN by the end of 2009, we should take them to court instead to make them do it.”

Young Liberals elect new leadership

The Kabataang Liberal ng Pilipinas (KALIPI), the official youth wing of the Liberal Party, elected its officers during its 6th National Congress last 6-7 September 2008 at the Imperial Suites Hotel, Tomas Morato, Q.C.

Elected to the position of President was Congresswoman Mitch Cajayon of the 2nd District of Caloocan City, the youngest member of the Liberal Party contingent in Congress.

“Being a member of this proud and historic organization is honor enough; to be asked to lead KALIPI as we young liberals face these challenging and exciting times is something that words cannot fully convey,” Rep. Cajayon said after her oath taking as the new President of KALIPI. She is the first woman ever to be elected President of the 19-year old organization.

The other officers of KALIPI elected during the Congress were: DENR Assistant Sec. Jayjay Suarez, Chairman; Von Valdepeña, Vice Chairman; Nico Valencia, Exec. Vice President; Rey de Guzman, VP for Communities; Martin Defensor, VP for Students; Jan-Argy Tolentino, Secretary General; Michelle Quinto, Treasurer; Atty. Mia Wacnang, Auditor; DJ Bagatsing, Area Chair for the NCR; Yvette Fernandez, Area Chair for Northern Luzon; Board Member Rommel Edaño, Area Chair for Southern Luzon, GP Abayon, Area Chair for Visayas; Mayor Cherrylyn Akbar Area Chair for Mindanao.

Among those who spoke during the 2-day Congress were DENR Sec. Lito Atienza, LP President; Deputy Speaker Eric Singson; former Sec. Mike Defensor, a past Chairman of KALIPI; former Undersecretary Manny de Castro; Department of Education Assistant Secretary Jonathan Malaya, who is a former Vice President of KALIPI, and; DENR Undersecretary Eli Quinto, who is the Founder of the organization.

Miles Roces, the outgoing KALIPI President and now its Honorary Chairman, praised the new leadership, saying that he was “glad that the future of KALIPI is in good hands.”

Roces also commended the members of the Preparatory Committee, led by newly-elected VP for Communities Rey de Guzman, for a successful Congress. “After all the delays, all the hardships, we were able to push through with our National Congress and do what’s right by electing our national leadership.”

KALIPI was founded in 21 August 1989 by Quinto, Dinggoy Roxas, Mikee Macapagal-Arroyo, Jinggoy Estrada and Solfie Confiado. Its first major action as the youth wing of the LP was in acting as the backbone for the presidential campaign of Sen. Jovy Salonga in 1991, earning for the organization the moniker, “the saving grace of the Liberal Party” from the Grand Old Man of Philippine Liberalism.

“I assure you that, with your continuing support, we will accomplish much during my term as President,” Rep. Cajayon told her fellow young liberals. “We will build on the long record of service to the Party and to the nation by KALIPI, and add to our proud history as the vanguard of Philippine liberalism by strengthening our ranks and doing our utmost to help heal the divisions that have estranged our senior Liberals for the last three years.” (end)

KALIPI 6TH NATIONAL CONGRESS

Every three years, the Kabataang Liberal ng Pilipinas (KALIPI) holds its National Congress. The National Congress serves as the proper venue where the KALIPI general policy is decided upon, and where its national officers for the next three years are elected.

This year 2008, KALIPI will hold its 6TH National Congress. The Congress promises to be a significant moment in the history of liberalism in the Philippines. It is possibly the occasion when its youth wing will take a stand on the issues hounding the Liberal Party.

For nineteen years, KALIPI remains the most established and most active of all the LP’s Allied Sectoral Organizations. Testament to this is the fact that its founding leaders had emerged as the leaders of today’s LP. Indeed, in its nineteen years of existence, the Kabataang Liberal ng Pilipinas continue to hold to its promise to serve as training ground for liberal youth leaders.

The history of KALIPI is as colorful as the history of the Liberal Party. The youth organization had its share of storms, and each year, it had brave and overcome new challenges that fickle fortune had in store for this dynamic organization. It must be said that KALIPI had its tough and rough days; its nineteen years of existence was never been placid, but always, full of dynamism. Still, KALIPI is now well into its nineteenth year. The youth wing of the often-factionalized Liberal Party remains strong and committed to the promotion of liberal thinking among the Filipino Youth.

The 6th National Congress comes at an opportune time: with new leaders and a General Program of Action retooled for the current situation and recent national developments. KALIPI may take advantage of this momentous event to tame fortune, and be bold to take charge and stand up to the issues confronting the organization, never giving in to calls of division, when unity has always been an option.

For this year 2008, the theme will be, “KALIPI@19: Forged by Ideals; United by Principle; Strengthened through Time.” This will take place on 6-7 September in the Imperial Palace Suites, Timog corner Tomas Morato, Quezon City.

KALIPI does not believe that the Filipino youth is the apathetic out of choice. Time and again, we went in recent history; events have shown us that the youth do act… their just looking for a way to do so. KALIPI hopes to provide the Filipino youth with the venue for responsible expression and effective action in response to the issues facing the Nation and the youth today.

KALIPI is, at its core, a developmental organization. It’s about building the structures and systems that will allow the youth of today to meet the challenges facing them in an effective, pro-active manner ad to prepare today the leaders of tomorrow for the responsibilities they will eventually face. There is no more fertile ground for the ideologies and principles of the organization other than that the of a youth sector hat is socially aware and united in its thrust to better the sector and the country. Leadership of world's young liberals to meet in Manila

The Executive Committee of the International Federation of Liberal Youth (IFLRY), the umbrella organization for the world's young liberals, will be gathering in Manila this coming 24 – 28 July 2008 for their regular meeting.

"They're very excited to come here. IFLRY has long wanted hold its Executive Committee Session in the Philippines, and now is as good a time as any, it will be the first time in Manila, and the second Asian City to host such event" Prof. Jan-Argy Tolentino, Vice President of IFLRY and Secretary General of the Kabataang Liberal ng Pilipinas (KALIPI) said. KALIPI to hold The First IFLRY-KALIPI Assembly

Executive Committee - Manila (Philippines), 24-28 July

IFLRY’s next Executive Committee will take place in Manila, the Philippines, from the 24th to the 28th of July. The event is kindly and generously hosted by Kalipi, the Young Liberals of the Philippines. The event’s political theme is the impact of the growing role of China in regional and world politics and its challenges for young liberals. Several programme items will be dedicated to this theme.

Arrival for the Executive Committee is foreseen on the 24th of July and departure on the morning of the 28th of July.

The deadline for applications is the 13th of June for people who require visa assistance and the 1st of July for people who do not. Applications will be considered on a rolling basis, which means that you will not have to wait for the deadline for a confirmation of your participation, thus allowing you to take care of travel arrangements earlier than usual.

There is no travel refund for this event, but there is also no participation fee as both accommodation and meals are covered by Kalipi.

KALIPI attends YLDA Trainers Training in Bangkok

KALIPI Reasearch and Education Chair Cecille Anyayahan attended a training on events facilitation organized by the Young Liberals and Democrats of Asia (YLDA) with the support from Friedrich Naumann Foundation and in partnership with the Democrat Party of Thailand and International Federation of Liberal Youth (IFLRY), last 28 May to 1 June in Bangkok, Thailand. She was joined by fellow KALIPI officer, Jan Argy Tolentino and Rachel Bersamera who attended as officers of YLDA

With the theme "Political communications and making events work - a practical introduction", the training workshop equipped the participants with new knowledge in facilitating and organizing different activities. Dr. Stefan Melnik, a seasoned trainor from the Friedrich Naumann Foundations' (FNF) International Academy for Leadership and an internationally respected facilitator, made possible the discussion and learning process easy.

The workshop focused on developing the skills for organizing and facilitating meeting, seminars and conferences workshop. The key for effective facilitating was presented in improving communication skills through visualization. Handling debates and discussion were also discussed and managing it was further emphasized by doing workshop on chairing, leading and mediating activities.

"Managing and facilitating seminars and workshops for an organization are vital to the success of an organization. This makes the members realize the worth of an organization. Learning new strategies and approaches would greatly contribute to the effectiveness and efficiency of each of YLDA and its MO's programs." YLDA and KALIPI Secretary General Jan Argy Tolentino said.

There were other attendees from other YLDA member organization which will serve as YLDA pool of trainers.

Young Pinoys continue to excel abroad and do the country proud with the election of a Filipino youth leader to one of the four Vice Presidencies of an international youth organization.

Jan-Argy Y. Tolentino, a political science professor at the Polytechnic University of the Philippines and Secretary General of the Kabataang Liberal ng Pilipinas (KALIPI), the youth wing of the Liberal Party, was elected – with the highest number of votes, no less – as one of the four Vice Presidents of the International Federation of Liberal Youth (IFLRY) during that organization's General Assembly last December 15 2007 in Sarajevo, Bosnia & Herzegovina.

"Jan-Argy has always been one of our best, and has proudly carried the banner of Philippine Liberalism abroad," Miles Roces, KALIPI National President, said. "So it comes as no surprise to us that he would get the trust and approval of our fellow young liberals abroad when he ran for IFLRY Vice President."

IFLRY is the organization that gathers the young liberals of the world, from the members of youth wings of liberal democrat political parties to independent organizations that espouse the liberal cause.

"This simply proves that our fellow liberals worldwide still believe in the capabilities of Filipino liberals, and trust that we can lead them as well as anybody can," Department of Environment and Natural Resources (DENR) Undersecretary Eli Quinto, one of the founders of KALIPI and who was instrumental in bringing the LP's youth wing into IFLRY, said. "We're proud of Jan-Argy, and we hope that all Liberals in the Philippines will accord to him the respect and recognition due to him with this achievement."

Aside from Jan-Argy, other officers that were elected to the IFLRY Bureau are President Paola Silva of Colombia, Secretary General Bart Woord of Netherlands, Treasurer Chris Gallaway of USA, Vice Presidents' Jelena Spasovic of Serbia, Frederik Ferie of Germany, Anihassata Camara of Cote d'Ivoire.

Tolentino also sits as Secretary General of the Young Liberals and Democrats of Asia (YLDA), the grouping of liberal youth in Asia. He is also a frequent delegate and speaker to seminars in the country and abroad.

Tolentino also served as a member of the 2^nd National Youth Parliament, and Elections Commission chairperson of the Youth Sector of the National Anti-Poverty Commission (NAPC). He was also a Youth Sector Coordinator of the National Youth Commission (NYC).

YLDA elects KALIPI SecGen in its Leadership Core

Jan-Argy Tolentino, KALIPI Secretary General was once again unanimously elected as Secretary General of the Young Liberals and Democrats of Asia (YLDA) during the Annual General Meeting held in Jakarta, Indonesia last 22 – 27 November 2007.

Also elected were Rajendra Mulmi of Youth Initiative (Nepal) who is also in his second term as President, and Buddhika Pathirana of Liberal Youth Guild (Sri Lanka), Camelia Puji Astuti of Garda Bangsa (Indonesia) and Chee Wey Hng of Gerakan Youth (Malaysia) were elected members of the Execom.

Tolentino said, “I’m glad that my fellow young liberals in Asia want me to serve them again. We will pursue what we started and continue to spread liberal ideology on every corners of Asia.

The Annual General Meeting (AGM) were preceded by a workshop on good governance with a theme “Engaging Citizens for Responsible and Effective Governance” which attended by MO’s of YLDA.

YLDA hopes to strengthen more the growing young liberal networks in Asia; And KALIPI shall once again vital in its role on spreading liberal ideology and be the beacon of light for Asian youth.

KALIPI holds a Seminar-Workshop on Running a Successful Student Organization for BSU students

The Kabataang Liberal ng Pilipinas (KALIPI) held a Seminar-Workshop on Running a Successful Student Organization with the theme “Upholding Student’s Leadership through Proper Management” last 27 October 2007 at the Bulacan State University (BSU) Hostel Main Campus for the BSU Organization’s officers.

The workshop aims to equip Organization’s officers with leadership and management skills to help them run their organizations successfully. The training provides tips and strategies on organization and financial management.

Prof. Felipe Canlas III, Program Officer of the Young Liberals and Democrats of Asia (YLDA), discussed Strategic Planning for Student Organizations. A student leader from University of the Philippines, Prof. Canlas gave pointers and also shared personal experiences on how to effectively plan and accomplish undertakings.

Prof. Reymundo de Guzman, Jr, Deputy Secretary General of KALIPI National discussed about Fund Raising, “The Art of Asking: How to Successfully Raise Funds for the Orgs“. Prof. de Guzman also contributed his learning’s on fund raising from YLDA workshop he attended in Sri Lanka early this year.

Prof. Jan-Argy Tolentino, KALIPI and YLDA Secretary General, dwell his topic of discussion on “Managing an Organization: Officers & Volunteers; Budgets and Financial Reports and Marketing; and the Conflict Management lecture, “Keeping Peace in the Organization” were given by Prof. Claudette Tolentino, Chair of KALIPI Council of Ladies (KALIPI_COLA).

Workshop activities were facilitated by Ms. Nysa Tolentino, Secretary General of KALIPI Central Luzon, Ms. Rachel Bersemera and Ms. Ivy Ganadillo, KALIPI office staff.

“The activity gave additional knowledge to my fellow students on managing our organizations effectively and BSU hopes to see more visible and noteworthy activities of student organizations after this,” Jessie Quinto, Alliance of Students for Action and Progress, President.

Also as the Vice-President for Students of KALIPI-Bulacan, Prof. de Guzman said that, “BSU students having the initiative of formulating this kind of activity shows their desire for changes and more active involvement in community building.”

The Seminar-Workshop is organized by BSU Office of Student Organizations in coordination with the Alliance of Students for Action and Progress (ASAP), an allied organization of KALIPI-BSU.

KALIPI on Coke barkada

The Kabataang Liberal ng Pilipinas joined the Coke Planet Project 2007: A Race to Save the Earth by Coca Cola Company. The activity gathered different youth organizations around the Metro Manila to make step and save the mother earth from environmental destruction.

The first phase of the project was a blogging competition being competed by 126 organizations. The blogging competition dealt on the theme 10 steps to save mother earth.

“KALIPI is not only training the youths on the world of politics but also on being a leader on different ways.” Sec-Gen. Jan-Argy Tolentino said. “The Coke Planet Project showed the youth’s awareness, concern and actions on different environmental problems.” Prof. Tolentino added.

The fourth year students of the Polytechnic University of the Philippines taking up Bachelor of Science in Electronics and Communication Engineering in partnership with KALIPI-PUP have conducted a successful research and extension program which aims to help the underprivileged public elementary and secondary schools from different parts of Luzon, particularly in Oriental Mindoro, Pangasinan, Ilocos, La Union and Isabela. The extension programs include series of seminars on latest technology, Math, Science and English proficiency and other topics for the community. They have also donated computer sets, TVs, sound system and other educational instructional materials to the beneficiary school.

On October 6, 2007 to show our gratitude to the people who made these project possible KALIPI-PUP will conduct a sem-break thanks giving concert at the prime gimmick place Metro Comedy Bar in West Avenue, Quezon City .
The concert with the title “CAMPUS MUSIC SCENE” will feature some of today’s hottest OPM bands CALLA LILY, ITCHYWORMS and SOAPDISH and Metro’s top stand-up comedian together with some university bands and other talents.

The event also serves as a fund raising activity that may become another venue for our chapter to make more projects and extension programs. This also serve as a get together party for KALIPI members from different chapters celbrating the 18th anniversary of KALIPI.. Students from PUP and also from various colleges and universities with KALIPI CHAPTERS (CEU, UE, SAN SEBASTIAN, UST, PLM, CCM, UP, BSU, LYCEUM, RTU etc.) around the metro are invited.

Statement of the Kabataang Liberal ng Pilipinas on the resolution of the charges filed versus former President Joseph Ejercito Estrada

The Kabataang Liberal ng Pilipinas (KALIPI) hails the decision of the Sandiganbayan Special Court that finds former President Joseph “Erap” Estrada guilty beyond reason of a doubt of the crime of plunder.

As one of the organizations closely involved in the Resign-Impeach-Oust (RIO) Initiatives leading to the Second People Power in 2001, the verdict of the Sandiganbayan comes as a vindication. This decision by the country’s anti-graft court only shows that, despite its unpopularity then, KALIPI and its fellow organizations involved in the RIO were in the right to demand accountability from Mr. Estrada.

As a liberal democratic organization, we welcome this decision of the Sandiganbayan as proof that our justice system works. Despite the rhetoric of the Estrada camp, six years is a pretty long time to make one’s case, so to speak, in a trial of this magnitude. Both sides were given enough time to defend their positions and question the other side, and that, political as the issue may be, we in KALIPI believe that the verdict was reached based on the facts brought out in the six years of the case.

KALIPI congratulates the Prosecution team led by State Prosecutor Dennis Villa-Ignacio not only for a job well done but also for a duty rendered with the utmost diligence, commitment and excellence.

KALIPI also congratulates the magistrates of the Sandiganbayan Special Court – Presiding Justice Teresita Leonardo-De Castro, Associate Justice Francisco Villaruz Jr. and Associate Justice Diosdado Peralta – for upholding the rule of law, and keeping our faith in the justice system.

KALIPI offers its sympathies to former Pres. Estrada and his family, but insist that justice must be served. If they wish to contest the Sandiganbayan Special Court’s decision, then they are most certainly welcome to do so by way of Motion for Reconsideration and appeal to the Supreme Court.

It has been a long and often torturous road that brought the country to 12 September 2007. Aside from its historical precedence, the verdict on the Estrada trial has proven that, given a chance, our legal institutions do work and that the rule of law is always the best way to resolve crises of monumental import to the nation.

LP youth wing commemorates Aug, 21

Remembrances of a bombing that outraged a nation on the brink of Martial Rule, the assassination of a hero and the “debut” of an organization are all being remembered on August 21 by the Kabataang Liberal ng Pilipinas (KALIPI), the youth wing of the Liberal Party.

“Aug. 21 is always a very special day for young Filipino liberals because of the triple significance of this day for us,” Jan-Argy Tolentino, Secretary General of KALIPI, said. “Three very important historical events happened, in a coincidence of fate, all on the same day for us.”

In 1971, a miting de avance of the Liberal Party turned into a bloodbath after two grenades were thrown onto the stage of the Party’s rally at Plaza Miranda. Many of the LP leaders onstage at the time, especially former Sen. Pres. Jovito Salonga, suffered major injuries. The resulting terrorist act outraged the Filipino people so much that in the succeeding elections, the LP won almost all of the contended Senatorial seats.

In 1983, Ninoy Aquino, then Secretary-General of the LP, was flying home from the United States after years in exile in order to reorganize the Liberal Party and unite the opposition. But upon alighting from his plane, Ninoy was assassinated. His funeral was attended by millions, and it was from this point that the beginning of the end for Martial Law could be traced.

In 1989, Dinggoy Roxas – younger brother of Sen. Mar Roxas – Jinggoy Estrada, Mikee Macapagal-Arroyo, Solfie Confiado and Eli Quinto established the Kabataang Liberal ng Pilipinas (KALIPI), the youth wing of the LP. From about three dozen members, KALIPI has grown to be the one of the biggest political youth organizations in the country, with School and Community Chapters from Batanes to Sulu. KALIPI was also the first Asian organization to be a full member of the International Federation of Liberal Youth (IFLRY) and help found the Young Liberals and Democrats of Asia (YLDA).

“Now, more than ever, is the need for young people to remember such important events in history,” Miles Roces, national President of KALIPI. “Few young people remember what it cost for them to enjoy the freedoms they are experiencing today. And that’s just sad because, unless we learn the lessons of the past, we’re condemned to repeat the same mistakes in the future.”

Roces also congratulated KALIPI members everywhere as the organization celebrates its 18^th founding anniversary. “As national president, I greet all young liberals of the Philippines a very happy 18^th birthday. We’ve been through so much and achieved so much these last 18 years, a testament to what organized action by young people can do”, Roces said.

Call for Online Seminar Participants

The Friedrich Naumann Foundation’s International Academy for Leadership (IAF) invites all those interested to join an online seminar on local government and civil society. The seminar will be from 10 September – 08 October 2007.

The seminar does not require participants to be online at all times. They have the flexibility to work at their own pace provided they meet the deadlines assigned to each task.

Based on their contribution, IAF will invite 22 participants to Gummersbach, Germany to continue the discussions raised online from 23 – 30 November 2007.

KALIPI-PUP Participated in Student Organizations' Management Strategic Planning

The Kabataang Liberal ng Pilipinas (KALIPI) – PUP Chapter participated in the College of Economics Finance and Politics (CEFP) Student Organizations’ Management Strategic Planning last 8 July 2007. It was held at the Gethsemane Prayer Mountain in Montalban Rizal, organized by the CEFP Alumni Association (CEFPAA).

The activity gathered student leaders from different organizations in CEFP and also from the University. It provided workshops and discussions on Leadership and in Effective Strategic and Communication Planning. Its aim was to teach the students the value of cooperation, collaboration, unity, teamwork and leadership in an organization.

Mr. Reymundo de Guzman, CEFPAA President and KALIPI National Deputy Secretary General headed the activity. He gave discussions on Leadership and Ways of Effective Planning.

“Planning as a crucial part of action in an organization must be given proper management. The achievement of the mission, vision and goal of each organization lies in their effective actions”, de Guzman said.

Mr. Rob Ramos, KALIPI National Media and Communications Officer gave tips and strategies in effective communication planning. Workshop activities were facilitated by Rachel Bersamera, Franz dela Vega, Ivy Ganadillo and Roslyn Ruth Briones, KALIPI facilitators.

Towards the end of the activity were focus group discussions, SWOT (Strength, Weaknesses, Opportunities, Threats) analysis and brainstorming of ideas that dealt on the pertinent issues inside and outside the organization and also in their respective project proposals.

Ms. Cherry Mae de Asis, KALIPI-PUP President said that “With the trainings given, officers of each organization are now more eager to pursue each objective behind the hindrances they are facing.”

The activity was also participated by CEFP Student Council, Junior Council Officers (JCO), Junior Financial Executives, Economics Research Society (ECONRES) and Political Science Society (PSS). Aside from CEFP organizations, are College of Accountancy (COA) Student Council and Kilos!PUP.

KALIPI holds Ledaership and Public Speaking Workshop for BSU Students

The Kabataang Liberal ng Pilipinas (KALIPI) held a Leadership and Public Speaking Workshop last 7 July 2006 at the Bulacan State University campus for the Alliance of Students for Action and Progress (ASAP) candidates. ASAP is an allied organization of KALIPI-BSU.

The workshop aims to equip ASAP candidates with leadership skills and election knowledge for their upcoming student council election. The training provides tips and strategies on campaign management and also workshops on leadership and public speaking.

Mr. Reymundo de Guzman, Deputy Secretary General of KALIPI National and Vice President for Students of KALIPI Bulacan discussed the qualities and traits of a leader. As former Grandmaster of PUP School of Debaters (SOD), Mr. de Guzman also trained and gave pointers on public speaking on ASAP council candidates.

The Leadership Workshop is an activity regularly conducted by KALIPI in various universities and colleges come student council election period. It is one of the numerous commitments of KALIPI to their members - providing them a venue for training and involvement in governance as future leaders.

Workshop activities were given by Ms. Arlene Concepcion, Mr. Franz Dela Vega and Ms. Nyza Tolentino. Ms. Tolentino is one of the founders of ASAP and the Secretary General of KALIPI Central Luzon.

The Kabataang Liberal ng Pilipinas (KALIPI) hailed the election of two young Liberal leaders as the next Senators of the Republic.

Benigno Simeon “Noynoy” C. Aquino III will ascend to the chamber graced by his father, national hero and LP Secretary General Ninoy Aquino, during the 1960s and ‘70s while Majority Leader Francis “Kiko” Pangilinan has been re-elected for his second term.
“The election of these two upstanding Liberal leaders to the Senate bodes well for the reforming of Philippine politics,” Ilocos Sur Provincial Board Member Zuriel Zaragosa, KALIPI Executive Vice President, said.

"Both have been known not only for their peerless performance in the conduct of their office, but also for their progressive positions on important national issues. We expect no less than the same from them when they join the ranks of the Senate this coming July,” Zaragoza added.

The re-election of Pangilinan – who did it running as an Independent candidate, a situation that usually entails hardships for the aspirant – and Aquino is being seen by KALIPI as a signal from the public that it is calling for changes in the political sphere, according to Jan-Argy Tolentino, KALIPI Secretary General and a professor of political science at the Polytechnic University of the Philippines.

“Based on the results of the 2007 elections, we could safely say that the public has expressed its desire for changes in the way things are done in Philippine politics,” Tolentino pointed out. “Although many political families still dominated, and in some areas there was only a change of one dynasty for another, the relatively large number of ‘progressive’ candidates winning despite all odds show a desire for change in the public.”

Tolentino said that Pangilinan’s victory in particular showed that the public have shifted away from showbiz-type politics to one where performance and stands on issues are the key factors to election.

Aquino’s election, meanwhile, appeared to be a subtle hint at the powers-that-be that the progressive and reform-oriented qualities connected to the family name are still quite strong, especially given that Noynoy is considered as Ninoy’s political heir.

“The people want another Ninoy, perhaps, someone to shake up the establishment and inspire the people,” Tolentino added.

Both KALIPI leaders pledged the all-out support of the LP’s youth wing, and expressed hopes that the tenure of Pangilinan and Aquino will be a fruitful one both for the Party and the country.

KALIPI members win in 2007 midterm elections

The Kabataan Liberal ng Pilipinas (KALIPI) announced that several of its members and officers won in the mid term elections held last May 14.

The National Board officers who won in their bid for public office were KALIPI Honorary Chairman Joseph Emilio Abaya, who was re-elected as Congressman of the 1^st District of Cavite; Executive Vice President Zuriel Zaragosa, re-elected as Prov. Board Member of the 2^nd District of Ilocos Sur; Vice President for Students Lex Tupas, elected as Councilor for Iloilo City, and; Area Chairman for East-Central Visayas Jojo Layon, elected as Prov. Board Member of Northern Samar.

Aside from these, three KALIPI members managed to land seats in the upcoming 14^th Congress: Alvin Sandoval, as Congressman for the Lone District of Malabon-Navotas; Mary Mitzi Cajayon, for the 2^nd District of Caloocan City, and; Evita Arago, for the 3^rd District of Laguna.

“KALIPI is proud of the achievements done by our officers and members; getting elected, especially in a poll as hotly contested as this year’s, is no meant feat,” Coun. Pepe Del Rosario, KALIPI National Auditor, said.

Aside from its national membership composed of students and community-based youth, KALIPI also has a substantial number of young elected officials in its roster, and many young liberals look to KALIPI as their starting point for a future career in government service. Indeed, KALIPI has had a long tradition of seeing its members ascend to public office.

Among the KALIPI alumni who’ve made a distinguished and successful career in public service are former Congressman and Education Secretary Florencio “Butch” Abad, Congressman Neric Acosta, Sen. Kiko Pangilinan, Sec. Mike Defensor, former DepEd Usec. Chito Gascon, and HGC board member Eli Quinto.

“We hope that with their success, more KALIPI members will decide to throw their hat in the ring, when the time and opportunity comes,” Jan-Argy Tolentino, KALIPI National Secretary General, said. “We need new blood infused into our antiquated and corrupt political system, and if we can interest more young people into political action, then we stand a good chance in seeing much needed reforms in our political landscape, he added.”

KALIPI lauds Statesmanship of Sec. Defensor

The Kabataang Liberal ng Pilipinas (KALIPI) praised former Presidential Chief of Staff Michael “Mike” Defensor for his decision to concede given the results of the canvassing for the midterm elections. Sec. Defensor is a former Chairman of KALIPI.

Defensor conceded last May 30 in order to ease the tension on the ground and dismiss any notion that there may be illegal acts committed to attain my victory as well as in recognition of the fact that it would take much for him to get into the so-called Magic 12. Defensor was No. 15 in the standings when he conceded.

“KALIPI lauds the decision of Secretary Mike to concede,” Coun. Lex Tupas, KALIPI National Vice President for Students, said. “It only shows that he places the integrity of the elections and the trust of the people over personal ambition.”

Defensor was widely regarded as one of Pres. Gloria Macapagal-Arroyo’s favorite Cabinet officials, acting as one of her spokespersons and issue managers. Defensor, along with Ambassador to Greece Bobi Tiglao, were the two Liberal leaders in the Cabinet who remained loyal to the constitutionally mandated President after the 8 July 2005 debacle.

“Sec. Mike shows us that even in defeat there can be grace and honor. By conceding, he has done the noble and gallant thing and reduces the tension that comes after every electoral exercise where people who lost almost always claim that they were cheated rather than accept their loss,” Jan-Argy Tolentino, KALIPI National Secretary General, said.

“We hope that other candidates will follow Sec. Mike’s example. By accepting their defeat when it’s clear, candidates can prevent an escalation of tensions post-elections that could reduce of even hinder the economic gains of the country in the last few years,” Tolentino added.

KALIPI to participate the symposium on AIDS Prevention

The Kabataang Liberal ng Pilipinas (KALIPI) will participate in the symposium on AIDS prevention on 5-6 June 2007 at the Asian Institute of Management (AIM), organized by the Family Planning Organization of the Philippines (FPOP).

The activity hopes to gather young leaders and HIV & AIDS advocates from selected areas in the country to discuss the views of young people about the recommendations of the Philippines HIV and AIDS report card.

The report card provides a summary of the current status (both positive and negative) in HIV prevention strategies and services for girls and young women in the Philippines, focuses in particular on the five cross-cutting prevention components: oral provision, policy context, availability of services, accessibility of services, and participation rights.

Councilor Rhoda Dilidili, KALIPI National Treasurer and coordinator of KALIPI Council of Ladies (KALIPI-COLA) representing KALIPI, expects the activity “to formulate views and recommendations, which can play a significant role in changing the state of reproductive health in the Philippines.

Towards the end of the activity there will be a firming up of the youth’s recommendation, which will include election of Youth Representative to the National Stakeholders forum.

This symposium is being done in coordination with the International Planned Parenthood Federation (IPPF) and United Nations Population Fund (UNFPA), and in partnership with Foundation for Adolescents Development, Remedios AIDS Foundation, Womenlead, Inc., Lunduyan Foundation and National Youth Commission, linked with Health Action Information Network, Achieve and Babae Plus will hold a youth symposium in the conduct of “Country Level Action for the Report Card: Champions against AIDS Neglect (CLARC CAN)”.

KALIPI, SLF lauds youth participation in 2007 elections

The Kabataang Liberal ng Pilipinas with its partner, Student Leaders Forum (SLF), praised the Filipino youth for its active participation and interest in the just-concluded midterm elections last 14 May 2007.

“Aside from the many first-time voters who enthusiastically exercised their rights last May 14, we’re happy in the level of overall interest in the election among young people, particularly in the importance of the right to vote and what the youth can do to help safeguard the ballot,” Ace Gomez, SLF chairman, said.

Gomez pointed out that aside from casting their votes, many young people volunteered for electoral watchdogs like the National Movement for Free Elections (NAMFREL) and the Parish Pastoral Council for Responsible Voting (PPCRV).

Gomez also said that the large number of viewers of the blog put up by SLF as part of its voter’s education campaign showed that many young people were interested in the vote. The blog, www.getinvolved.wordpress.com, garnered more than 12,000 hits since it went up last 29 May 2007.

“We were very impressed with the traffic the blog was receiving,” Eric Caliboso, KALIPI executive director and project director for SLF’s info campaign, said. “We can only assume that young people were very interested in knowing about the elections, like more information on the candidates, what to do when casting one’s vote, and how to protect their votes.”

“Now that the elections is over, its time to tackle other important issues for the youth,” Caliboso added. He said that SLF, KALIPI, and its other partner organizations will now look into ways to reform the Sangguniang Kabataan (SK) and the promotion of blogging as a tool for issue advocacy campaigns (end).

YLDA holds ICT Workshop

Recognizing the importance of new technology, the Young Liberal and Democrats of Asia (YLDA) with the support from Friedrich Naumann Foundation and in partnership with Parti-Gerakan Youth Malaysia, initiated a five-day workshop last May 17-22, 2007 in Penang, Malaysia.

With the theme, “The beauty of Internet”, the workshop trained young Asian leaders on how to use ICT tools such as Blogging and Podcasting, which can be used for publicity, fundraising, and expanding networks and membership.

Mr. Abe Olandres, one of the blogging masters in the Philippines, explained the role of internet in communications strategies in youth organizing. He gave samples of youth/political blogs and podcasts. Aside to the ICT knowledge imparted, FNF Manila Representative Siegfried Herzog lectured on how this learning can be used to search for projects and donors on their respective organization.

This workshop activity, which was headed by YLDA Program Officer Pey Canlas and YLDA Secretary-General Jan-Argy Tolentino, is one that is timely especially due to the online community’s impact on people.

“In relation with the Sri Lanka Fund Raising Seminar, the additional knowledge on ICT would contribute a lot in promotion and communication matter of each organization,” Jan Argy Tolentino, YLDA Secretary General said.

Twenty delegates from different parts of Asia actively participated on the activity. KALIPI Intern assigned to Media and Communication, Ivy Ganadillo represented the Kabataang Liberal ng Pilipinas.

LP youth wing condemns COMELEC decision on Naga Mayor

The Kabataang Liberal ng Pilipinas (KALIPI) condemned the recent ruling of the Commission on Elections (COMELEC) that recognized Naga City Mayor Jesse Robredo as a foreign national.

“This is a very dubious and highly suspicious decision by the COMELEC,” Elmer Baldermoro, KALIPI Vice President for Communities, said. “Mayor Jesse has been the chief executive of Naga for so long, reaping awards in the course of his tenure, and they saw fit only now to say he’s not a Filipino?”

“I don’t know about you but there is something terribly wrong with that decision,” Baldemoro said.

Robredo, a Ramon Magsaysay Awardee, was recently deprived of any chance to run for re-election as Naga City Mayor after a division of the COMELEC declared him, at the last minute, to be a Chinese citizen.

There are allegations of impropriety in the decision as two of the three Commissioners who decided on the case were law school classmates of the Villafuertes, longtime rivals of Mayor Robredo and the ones who filed the disqualification case against him.

“This is a very, very unfortunate development,” Jan-Argy Tolentino, Secretary General of KALIPI, said. “In all the years Mayor Jesse has served the City of Naga and the Philippines, no one has seen fit to question his citizenship. Yet, suddenly, at the last minute, he gets this?”

“We hope the COMELEC can correct this obvious mistake. Credibility is the name of the game for this year’s elections, and making decisions like this – so obviously counter to the truth – can only make things worse for the poll body,” Tolentino added.

KALIPI congratulates new graduates, exhorts participation in ’07 polls

The Kabataang Liberal ng Pilipinas (KALIPI), the youth wing of the Liberal Party, congratulated the graduates of 2007 and at the same time exhorted them to vote this coming May 14.

“I would like to extend KALIPI’s congratulations to the graduates of 2007,” Lex Tupas, KALIPI Vice President for Students, said. “Graduation, especially for those in college, is an achievement for young people, and let us in KALIPI be the first to welcome all of the graduates to the next chapter of their lives.”

At the same time, KALIPI leaders encouraged the youth, particularly those newly-graduated, to exercise their rights as “young adults” to vote in the elections this May.

“The new graduates realize the need to secure their future with a good education,” Jan-Argy Tolentino, KALIPI Secretary General said. “We hope the new grads would also realize that their vote is also about the future, and will have more an impact than even their own diplomas.”

“So we hope that, as the new graduates celebrate this hard-earned vacation, they would find the time on May 14 to voice out their wishes for the future through the ballot,” Tolentino added.

Eric Caliboso, KALIPI Area Chairperson for the NCR and head of the Center for Liberal Leadership (CLL), called on the youth, particularly the new graduates to do more this coming May by guarding the vote and assisting in the operations of poll watchdogs like the National Movement for Free Elections (NAMFREL) or the Parish Pastoral Council for Responsible Voting (PPCRV).

“Aside from the vote, there is much young people can contribute for a better tomorrow,” Caliboso said. “And one of these is helping safeguard that tomorrow by protecting the ballot.”

Caliboso pointed out that young people make up the bulk of volunteers for NAMFREL and PPCRV, as many of the youth see these as worthwhile activities that can also be fun-filled.

“With their boundless energy, enthusiasm and courage, along with a natural abhorrence for corruption, young people are excellent choices as NAMFREL or PPCRV volunteers”, Caliboso said, “We hope that this year, more young people take the time out to not only vote, but safeguard that vote as well.” (end)

KALIPI congratulates recent bar passers

The Kabataang Liberal ng Pilipinas (KALIPI), the youth wing of the Liberal Party, congratulated two of its members who passed the recent Bar Exams.

The two are Cavite Rep. Joseph Emilio Abaya and Zorayda Mia Wacnang, both graduates of the Ateneo de Manila University Law School.

Abaya is a re-electionist congressman for the 1^st District of Cavite and is KALIPI’s Honorary Chairman. Wacnang serves as Chief of Staff at the House Electoral Tribunal (HRET) for Mt. Province Rep. Lawrence Wacnang, who is also the LP’s Parliamentary Caucus Chairman.

KALIPI Blogging Seminar in Valenzuela

Last Thursday, March 08, 2007 new bloggers were trained during a whole day training seminar at Karuhatan, Valenzuela organized by the KALIPI Valenzuela Chapter in cooperation with the KALIPI National Headquarters.

The program started with Mr. Eric D. Caliboso, Chairperson of KALIPI NCR, giving the overview of the workshop that was immediately followed by Mr. Rob Ramos, KALIPI Media Director, who gave a lecture on the basics of writing and journalism. Before lunch, Ms. Donna Babadilla, KALIPI COLA’s coordinator and the blog master of KALIPI Blog made a short presentation of how to produce a blog.

Right after the presentation, participants started to create their own blog. The workshop was facilitated by Mr. Eric D. Caliboso, Ms. Donna M. Babadilla, Ms. Arlene C. Concepcion, Ms. Maridel Ferrer and Mr. Arrant Lee Arroyo, all from KALIPI PUP and Mr. Hernando Yabut, KALIPI Valenzuela President and one of the product of the 1^st KALIPI hands-on workshop on blogging and basic writing seminar.

After the blogging workshop, guest speaker Atty. Magtanggol “Magi” Gunigundo, gave a short talk on the importance of blogging in reaching the people through out the world by letting them know your views and opinions. Atty. Gunigundo also talks on the local political situation.

Before the workshop ends, Mr. Jan-Argy Y. Tolentino, KALIPI National Secretary-General, gave a lecture on campaign management to equipped KALIPI-Valenzuela chapter members with the new strategies in handling campaign.

The newly trained bloggers were dared to be an active blogger and maintain the blog of KALIPI Valenzuela and use it as a device for letting their other members know what the organization’s plans are and the projects they have created and as a tool in spreading liberalism.

Online Seminar on Strategic Planning

The Friedrich Naumann Foundation’s International Academy for Leadership (IAF) invites all those interested to join an online seminar on strategic planning. The seminar will be from 16 April – 27 May 2007.

The seminar is divided into three phases. In the first part, participants are given materials to read to deepen their knowledge. In the second part, they are encouraged to discuss via an online forum their thoughts and insights. Lastly, participants will be asked to write an essay.

The seminar does not require participants to be online at all times. They have the flexibility to work at their own pace provided they meet the deadlines assigned to each task.

Based on their contribution, IAF will invite 24 participants to Gummersbach, Germany to continue the discussions raised online from 08 – 22 July 2007.

KALIPI calls on young celebrities to encourage youth to vote

The Kabataang Liberal ng Pilipinas (KALIPI) issued a call to young celebrities to encourage their fellow youth to participate in the elections this coming May. This call comes along with the launching of a weblog on voter’s education campaign.

“We all know the influence young celebrities have over their legions of fans,” Jan-Argy Tolentino, Secretary General and Spokesperson of KALIPI, said. “What we’re asking is that these teen idols encourage young people to vote this coming May.”

Tolentino emphasized that the youth – comprising somewhere between 30 – 40% of the country’s total population – could very well tip the balance in favor of more principled politics. “If the youth only voted as a bloc for politicians that could reform the political culture of the country, then people who truly mean well would be able to directly contribute to the betterment of the Philippines.”

“Active youth group like KALIPI should convince the youth to go out and vote, to exercise their right and responsibility to choose their leaders,” Eric Caliboso, Executive Director of Center for Liberal Leadership, said. “The problem is most young people think that voting is either a useless endeavor or don’t care at all. What they don’t know is their votes are statements for the kind of politics and leaders they want the country to have.”

Caliboso pointed out that it is here that young celebrities could use their influence over their fans to encourage voting on May. “The trust accorded to these celebrities by their fans should make them at least reconsider exercising their right to vote. If more young people participate in the elections this year, then that’s already a big step to reforming our political culture.” (end)

LP youth wing endorses Liberal senatorial bets

The Kabataang Liberal ng Pilipinas has announced its endorsement of the candidacies of Sec. Mike Defensor, Majority Leader Francis “Kiko” Pangilinan, and Rep. Noynoy Aquino for the Senate this coming May.

“This isn’t a case of ‘loving your own’, as some people might accuse KALIPI of,” Jan-Argy Tolentino, Secretary General and Spokesperson of KALIPI, said. “We’ve worked with these three for a long time, and we know that the Senate – and the Republic – will benefit from having Sec. Mike and Noynoy in the Senate, and having Sen. Kiko stay for another term.”

“These guys are our idols, the people we look up to in the Party, mainly because we know of their dedication to their duty and the country, and their desire to see wide-ranging reforms to Philippine politics,” Tolentino added. He cited the generous and all-out support given by Sec. Defensor, Rep. Aquino and Sen. Pangilinan to the now-defunct Liberal Philippines, an experiment by the Liberal organizations of the country to create a magazine that would at the same time promote liberal viewpoints and values while tackling major issues of the day.

Tolentino also pointed out that the Liberal leaders endorsed by KALIPI were some of those in the LP that gave their ear to the young liberals. “We could talk to them, and they would listen and engage us in discussion. For young people talking to person in high authority, that’s something very important, that they take time to genuinely hear your concerns and do something about it.”

“We don’t even need to tell our Chapters about this endorsement,” Elmer Baldemoro, KALIPI Vice President for Community, said. “When we discuss the elections with our Chapters and members, the names of these three regularly pop out as people they’ll vote for.”

FNF: Liberal Leadership Training Goes Online

After two successful Liberal Leadership Training seminars, the Friedrich Naumann Foundation (FNF) breaks new ground by offering a third one online on globalization. The seminar commences on 26 February and concludes on 20 March 2007.

The seminar is divided into three phases. In the first phase, participants are given informational reading material. In the second phase, participants are encouraged to discuss their views and insights in an online forum. Lastly, participants will be asked to write an essay.

This seminar does not require participants to be online at all times. They would have the flexibility to work at their own pace, provided they meet the assigned deadlines for each task.

Seasons greetings to the young liberals of the Philippines!

Christmas is upon us once again, the two-thousand-and-seven since the first one in a manger in Bethlehem.

To many of us, Christmas is a time of receiving: it is the month of monito-monitas and exchange-gifts, of aguinaldos from generous ninongs and ninangs, of stockings hung over walls and doors in the hopes of Santa Claus filling them.

But let us not forget that Christmas is also about giving. During that first Christmas season all those millennia ago, shepherds came to the manager to share the evening with the Holy Family, and tales tell of the Little Drummer Boy that, having nothing else to give, played his drum for the little baby who would later be King. And who would forget the three wise men who journeyed far to offer expensive gifts to the child of prophecy, even though they would get nothing in return?

And over all of these tales of giving, is the story of God giving His only begotten son for the salvation of all men.

Christmas is also the time of hope. So despite everything that has happened to the country, let us not despair that all has been lost. Rather, let us take this as an opportunity to take stock of where we are, where we want to go and how we can get there without sacrificing the values and ideals that have made KALIPI stand out among the youth organizations of the Philippines and of the region.

KAILIPI gets NYC accreditation

The Kabataang Liberal ng Pilipinas (KALIPI), the youth wing of the Liberal Party, recently received its accreditation papers from the National Youth Commission (NYC).

“This is a very important development for KALIPI,” Eric D. Caliboso, KALIPI Area Chair for the NCR and Headquarters Executive Director, said. “NYC accreditation gives us a closer relationship with the government’s premier office for youth affairs.”

“That would mean increased participation on our part to NYC activities, as well as giving our programs and activities a greater chance for success, now that we can ask for NYC support,” Caliboso added.

Even without the accreditation, the relationship between KALIPI and the NYC has always been close. KALIPI was instrumental in the passing of Republic Act 8044, which saw the creation of the NYC. KALIPI has also been an active participant in NYC activities, from the National Youth Parliament, to encouraging its members to participate in SK elections.

During the Chairmanship of Bam Aquino of the NYC, KALIPI closely assisted the Commission during the design and implementation of the Pambansang Ugong ng Kabataan (PUNK) in 2001, and was part of the Chairman Aquino’s advisory council.

“We’ve always been supportive of the Commission and its initiatives,” Rep. Miles Roces, KALIPI President said, “This only cements an already-rock-solid relationship, and promises to make it deeper and more fruitful.”

KALIPI holds 3rd JFINEX Leadership Youth Camp

The Kabataang Liberal ng Pilipinas (KALIPI) continues its tradition of holding Leadership Youth Camps with its promise to empower the youth as a force in nation building. This time hand in hand with Polytechnic University of the Philippines (PUP) Junior and Finance Executives (JFINEX) Officers.

Students from PUP’s Banking and Finance majors participated in the third JFINEX Youth Camp held last December 8-10, 2006 at A.Santos Paradise Resort at Lemery Batangas with the theme “Dare to be Challenged: Unleash the Leadership Spirit in You”.

Team names were aped from Famous Rock Bands, among them was Parokya ni Edgar, Kamikazee, Join the Club, Itchy Worms, Sandwich, Spongecola, Imago, Orange and Lemons, Bamboo and Six Cyclemind.

Memory Game

To add to the excitement, the camp mimics the reality show Pinoy Dream Academy, with its own version of head masters and head master’s room.

Camp activities included an Amazing Race, an Obstacle Race, Treasure Hunting, Water Relay and many more which are all “very challenging, exciting, tiring but full of fun and lots of surprises”, Michael Gargarita, one of the participants said.

“This camp is not just full of activities, but also full of new lessons as we learned how important coordination is within an organization and how this will help strengthen our relationship with the members of our organization”, JFINEX President Von Julius Errol David added.

KALIPI Hold Youth Leadership Camp in Ilocos Sur

The Kabataang Liberal ng Pilipinas (KALIPI) held a three-day Youth Leadership Camp from November 17-19, 2006 at the Marina Resort in Santiago, Ilocos Sur with the theme, “KALIPI: Spreading the Flame of its Legacy” for the students of University of Northern Philippines (UNP) which was organized by the KALIPI-UNP chapter in coordination with the KALIPI National Headquarters.

It was a jam-packed feat as it gathers eighty (80) students from the different colleges of UNP and was facilitated by Arlene Concepcion, Glorivy-Nysa Tolentino, Fidel Esteban, Jeff Reyes, Unico Bautista, Ivy Ganadillo, Maridel Ferrer, Mhaezee Platero, Arrant Lee Arroyo, Rachel Ann Bersamera, Julie Ann Turqueza, Jepoy Ragragio and Franz Robert dela Vega.

Camp activities were headed by the KALIPI-NCR Chairman, Mr. Eric Caliboso. The KALIPI Secretary General, Prof. Jan Argy Tolentino, gave an inspirational discussion about leadership.

“It was a tremendous experience! At the beginning of the camp it was as if we were in the reality game show ‘Amazing Race’, and we had to accomplish tasks before we can go to the next activity”, Arrianne Aggarao, this year’s best camper said.

“The sun was beating while we were doing the Obstacle race, Who’s behind, and Treasure hunting but it was all worth the sweat and energy we lost since we had a lot of fun”, Jilmar Villalun added.

“It was far different from what we expected in a usual leadership camp that involves a lot of talks and workshops and sit the whole day”, KALIPI-UNP Chapter president Janice Fabre said, “It helped strengthen our relationships with other members which is very important for us to have better coordination in the organization”.

“This activity aims to develop and build leaders who will continue to apply the thoughts and lessons of a young liberal”, Ilocos Sur Board Member Zuriel Zaragoza, KALIPI Executive Vice-President said. “The participants had undergone different activities that would strengthen their talents and abilities as well as their cooperation within the group” he said further.

Young Liberals Attend FNF Training on Market Economy

Members of the Kabataang Liberal ng Pilipinas attended the Liberal Leadership Training (LLT) organized and facilitated by the Friedrich Naumann Foundation (FNF) Manila. The LLT entitled “Market Economy and Poverty alleviation: Making the Market Work for the Poor was held on 13-15 November 2006 at the AIM Conference Center in Makati City. This LLT is the second in a row this year after the successful LLT on Local Autonomy.

The KALIPI delegates who participated in the LLT were Ma. Elena Abundo, Ace Gomez, and Mel Francis Salise of PUP chapter; John Paul Denoga of CEU chapter; Renato Alcoriza of BSU chapter and Coucilor Dave Siquian of Isabela chapter. Other participants are local government leaders and officials as well as representatives from the non-government organizations and socio-civic organizations. The training presented a wide array of principles ranging from the fundamentals of liberalism and the basic economic principles up to the subject on how the market economy benefits the poor and on how government can create pro-poor market structures and could institute policy reforms that benefit the poor.

FNF believes that conducting these kinds of seminars will instill liberal economic principles to student leaders, local officials and policy makers that will enable them to create pro-poor liberal economic policies that are beneficial to the poor. They also insisted on the role of the government to serve as an ‘umpire-like’ body that will officiate the ‘game of the market.’

KALIPI members attend the 6th National Youth Parliament

Eight members of Kabataang Liberal ng Pilipinas (KALIPI) attended the 6^th National Youth Parliament held at Tagbilaran City, Bohol on October 22-26, 2006.

The national treasurer of KALIPI, Councilor Rhoda Dilidili headed the delegation who also represents Region IV-A, Rizal. With her are Fidel Esteban (Region III, Zambales), Ivy Marie Ganadillo (Reg. IV-B, Marinduque), Pamela Baronia (Region IV-A, Quezon), Ma. Elena Abundo (NCR, Manila), Alexander Sevilla (Region III, Bulacan), Jeneda Salcedo (Region VI, Iloilo), and Roy Ravelo (Region XI, Davao City).

With the theme “Nurturing Youth Advocates”, the NYP aims to gather youth leaders in the country to discuss the prevailing issues affecting them and serves as a venue for crafting policy recommendations in the pursuit of advancing youth concerns.

In addition, the NYP seeks to address the issues on constitutional reform, youth migration, youth networking, and Magna Carta for students, cyber youth and reproductive health.

“We actively participated in drafting policy recommendations in our respective committees”, Councilor Dilidili said. I hope that the National Youth Commission as the main government agency for the youth would consider this recommendations along with other proposals approved by the 6^th parliament”, she added.

“Also, as head of Committee on Youth Networking, I hope that this event will give us more opportunities to interact with other youth organizations to address issues affecting our sector and society as a whole”, Councilor Dilidili continued.

As expected, the parliament has shown cooperation within the sector of the youth when it comes to promoting youth empowerment.

Market Economy and Poverty Alleviation: Second Liberal Leadership Training Seminar

KALIPI launches Voters’ Awareness and Registration Program

The Kabataang Liberal ng Pilipinas launched a campaign to increase voter’s registration among young people and to encourage them to exercise their right to vote.

The program, called “Be Involved! Register Now and Exercise your Right to Vote,” aims to inform the Filipino youth of the role elections play in society, of their voting power as a group, and tell them about the ongoing voter's registration and find a more convenient way for young people to register.

“KALIPI has always been of the opinion that, given the opportunity, young people responsibly exercising their right to vote is crucial in the reform of the country’s politics,” Councilor Rhoda Dilidili, KALIPI Treasurer said.

“If we can provide the Filipino youth with the right information on voting and a truly convenient way to get them to register, we just might see an almost-overnight change in the political landscape of the Philippines,” Councilor Pepe Del Rosario, KALIPI Auditor added.

KALIPI will be merging traditional approaches like campus tours, exhibits and production of information leaflets with “new media” tools in reaching out to the Filipino youth. KALIPI will be publishing a blog dedicated to voter’s registration and the elections, and produce an infomercial on the importance of voting.

KALIPI will also engage government offices and corporations in its voter’s information drive. Foremost among this is coordination with the Commission on Elections (COMELEC), the National Youth Commission (NYC) through Sangguniang Kabataan Federation, the Commission on Higher Education (CHED) and the SM Malls to help with the campaign.

KALIPI will also tap into its network of student and community organizations to effectively conduct the program.

It's Our Time!

The Kabataang Liberal ng Pilipinas is sponsoring a Poster-Slogan Making Contest as part of its campaign to raise awareness on moves for Constitutional Reform.

Entitled, "It's Our Time! Express your thoughts on Constitutional Reform in the Philippines," the contest aims to encourage young Filipinos to give their opinions on the issue of charter change and involve them in the ongoing campaigns to reform the basic law of the Philippines.

"The clamor for amending the 1987 Constitution has been increasing in the last few months," Eric Caliboso, KALIPI NCR Chairman and coordinator of the Center for Liberal Leadership (CLL) said. "But most of the initiatives for constitutional reform have come from our leaders. KALIPI wants to see more participation from the youth since whatever changes to be done to the basic law of the land will affect our generation the most."

The competition is open to all Filipinos aged 15-35. But instead of asking for an essay on the subject, KALIPI will be asking participants to design a poster- slogan.

"We decided on the medium of the poster and slogan over essays in order to involve even people who are not proficient with writing in the contest", Jan-Argy Tolentino, KALIPI Secretary General said. "Besides, young people can relate with visual cues better than with long writeups."

Entries may be submitted from September 26 until November 30, 2006 to KALIPI National Headquarters at 4/F J&T Tower, 3894 Ramon Magsaysay Blvd., Sta. Mesa, Manila.

KALIPI produces new bloggers

Sixteen new young liberal bloggers were trained by KALIPI during the whole day hands-on workshop on writing and blogging last 10 September 2006 at the KALIPI national headquarters in Sta. Mesa, Manila. Participants of this workshop represent seven chapters of KALIPI, namely; San Sebastian College Recoletos, Polytechnic University of the Philippines, University of the Philippines, University of the East, Unibersidad de Manila, Bulacan and Valenzuela chapter.

The program started with the presentation of the objectives and overview of the workshop given by Prof. Jan-Argy Tolentino, KALIPI’s Secretary-General. Mr. Rob Ramos, KALIPI’s media director discussed advocacy journalism and basic writing skills. Early in the afternoon, Ms. Donna Babadilla, KALIPI-COLA’s coordinator presented the procedures of producing a blog.

After the lectures, participants were given the chance to publish their own blogs and those were commented upon by the speakers with the assistance of Mr. Chris Pangilinan and Mr. Rey De Guzman. Ms. Babadilla, Mr. Ramos, Mr. Pangilinan and Mr. De Guzman were products of FNF-sponsored blogging and podcasting hands-on workshops.

These newly trained bloggers, Ad-Journ Bloggers, will help the KALIPI national headquarters in the maintenance of its blog, the KaBlog and CLL Blog. They were also tasked to maintain a blog for their chapters.

The workshop was facilitated by Mr. Eric Caliboso, KALIPI’s Executive Director. In his remarks at the end of the workshop, he challenged the participants to be active bloggers and help the organization in propagating liberalism using blog as a tool.

KALIPI-Pandan, Antique Formed

Young men and women organized a local chapter of the Kabataang Liberal ng Pilipinas (KALIPI) in Pandan, Antique last 12 August 2006 after holding a Basic Orientation Seminar on Local Democracy (BOLD). Ninety – four (94) delegates from different barangays attended this occasion despite heavy rains brought by tropical storm “Juan”.

Present during the seminar were Vice Mayor Antero Rectra of Pandan, SP Member Burgos Nicopior, P/Dir. Robert Delfin and former Vice Mayor Jean Te of Libertad.

The BOLD was meant to expand and cement the KALIPI’s influence and ideology in the municipality of Pandan, Antique.

Elected as the new set of officers for KALIPI-Pandan were Sanie Saligumba, President ; Janry Jontillano, Internal President; Glen Padilla, External Vice -President; Richie de Jose, Secretary General; and Russel Briones, Treasurer.

Mayor Plaridel Sanchez of Pandan officially inducted the new set of officers.

KALIPI holds Orientation Seminar for University of the East students

The Kabataang liberal ng Pilipinas National Headquarters held a Basic Orientation on Liberal Democracy (BOLD) seminar last 12 August 2006. The seminar aims to strengthen the local chapter in the University of the East (UE).

Among the speakers were Mr. Robert Ramos, KALIPI Media Director and Ms. Ivy Ganadillo, KALIPI-PUP VP for Communication. Mr. Ramos gave a talk on liberal values and he introduced to the participants the broad movement of liberals in the Philippines as well as other regional and international liberal organizations. Ms. Ganadillo discussed the situation of the youth and their role in nation building.

After taking their oath of affiliation to KALIPI, the participants elected their new set of officers. Mr. Reynaldo Rivera was elected as president of the chapter. The other newly elected officers were Mr. Jesus Russel Maninang (Executive Vice-President); Mr. Joseph Emmanuel Santos (Internal Vice-President); Mr. Ryan Manzano (External Vice – President); Ms. Cristina Cardinal (Secretary); Ms. Katrina Engo (Deputy Secretary); Mr. Alvin Go (Treasurer); Mr. Third Bautista (Assistant Treasurer); Mr. Pat Angelo Cardenas (Auditor); Mr. Jayson Mercado and Mr. Marc Jason Sy (P.R.O).

The attendees also decided to have alumni of KALIPI -UE as their advisers; they are Mr. Diomer Priela, Mr. Janani Yusuf Khan, Ms. Kenneth Jusay and Mr. Michael John Tipon. Mr. Reyner Catacutan, immediate past president of the chapter will be serving as their honorary president.

“With the election of these student leaders, KALIPI is confident that its chapter in UE will continue to expand and their commitment in the propagation of liberalism among the students will be highlighted”, KALIPI-NCR Chairman Eric Caliboso said.

“UE-KALIPI will become the bedrock of every UE student in fulfilling their dreams of becoming future leaders", Mr. Rivera said. "Future Leaders and Liberals begin in the EAST”, Mr. Maninang added.

It was just supposed to be a casual conversation at the session hall, when Liberal Party chairman Florencio “Butch” Abad suddenly asked Tarlac Rep. Benigno “Noynoy” Aquino III, “Why don’t you run for the Senate?”

The young congressman merely smiled, but he later felt uncomfortable. “Talaga naman pang senado na si Noynoy ‘di ba? Siguradong panalo yan (Noynoy is really for the senate, isn’t he? He’ll surely win),” says Abad.

Noynoy’s reaction to the Liberal Party boss wasn’t surprising. At 42, Noynoy has emerged as one of the country’s most influential legislators. But unlike most politicians, patience has always been his virtue.

Perceived as his father’s successor when the late opposition senator Benigno Aquino Jr. was assassinated in 1983, the political heir - the only son of the martyred opposition leader - proved to be more effective then as a faithful son to his widowed mother. Corazon Aquino eventually became the rallying figure against the dictatorship and was swept to power during the 1986 civilian-backed military uprising.

“Some of my colleagues said, ’sige tumakbo ka na para inspirado naman kami (okay why don’t you run so that we are inspired),’ he says. “But I think my first responsibility right now is to the people who put me in office.”

Noynoy can proudly say he helped fight for democracy. During the 1987 failed coup attempt against the Aquino government, he was wounded while three of his four bodyguards were killed while they were helping defend Malacanang against rebel troops.

The unassuming congressman believes luck has always been on his side. “In that incident, a lot of people who knew about security matters told me it was a miracle I survived. My vehicle took a beating from bullets and grenades. Ang swerte ko lang the grenade that fell inside didn’t explode.”

What or who finally prompted him to join politics?

Definitely, not the Aquino clan. “If it were just family concerns parang the first and the hardest people that I had to convince I was going to run was my family. My mother even gave me 20 questions I had to answer to explain-to her why I wanted to run.”

Noynoy says his perception about politics changed when he worked with farmers at the family-owned Hacienda Luisita in Tarlac. “That was the first (consideration). Syempre, the guilt aspect. These are the people who have been supporting us from time immemorial. Before I was born they were already there and they are still so supportive. I asked myself why are we still in this kind of situation. And I think the basic premise there is that we have too many politicians who fall into the traditional politicians’ role.”

“My theory is that, it seems that traditional politicians are interested in keeping their constituencies mired in perpetual poverty.”

This, he says, was the reason he decided to run for Congress, and not in the gubernatorial race. “I think the impact there would be bigger. The resources that you will be able to bring in to address the problem would be bigger.”

Noynoy says he felt that his mother was actually convinced at the onset. “Shall we say that she gets more proofs of my competence as the days go by,” he says with a smile.

The young congressman prefers not to compare himself with his late father’s record in the legislature and his mother’s tenure in Malacanang. “I’d like to think that I have benefited from their experiences,” he says.

Noynoy may be a late bloomer in electoral politics, but he feels he ought to finish the work his parents started. For instance, he cites the propagation of what he describes as the “centrist” ideology. “There are good points from the left and the right, but both have gone to an extreme lhat the negative outweighs the positive. So why not gather all of the positive and form a new ideology. Find the ideal ground that serves the people best,” he says.

Instead of merely fiscalizing, Noynoy would rather work for constructive reforms. At one time, scrutinizing the procurement requirements of the Armed Forces, he found that reforming the system would help increase budgetary requirements for school deficits and public school classrooms. “We don’t have too much money. We have so many problems and it seems we can address these problems better by utilizing these funds better,” he says.

Noynoy says that Filipinos should listen to a “very clear and simple message: Get back to the essence of democracy.”

Francisco N. Pangilinan

Senator Kiko Pangilinan proved his mettle by championing the cause of the judiciary. He belongs to a breed of new legislators who possess vibrancy in spirit, dedication to work, and passion for the voiceless segments of Philippine society.

He is acknowledged as one of the most hardworking and most productive senators in the country today. He filed the most number of committee reports during the 12th Congress. In fact, one-third of the total number of committee reports was chalked by Kiko. Such feat and exemplary performance earned the respect and trust of his colleagues in the Senate that they elected him majority leader of the 12th Congress and is the youngest to become Senate majority leader since 1937.

Prior to becoming the Senate Majority Leader, Kiko served as Chairman of the Senate Committees on Justice and Human Rights, Housing and Urban Planning, Education, and the Ethics and Public Accountability. He is also the principal author and sponsor of the Judiciary Compensation and Modernization Act, which doubled the pay and other benefits of judges and justices thereby addressing the issue of huge vacancy rate in many courts. He is also author of the law which doubled the pay of the National Prosecution Office and the Alternative Dispute Resolution Law. He also authored the law which amended the Balik-Turo Program thereby addressing the problem of shortage of teachers.

He is also credited for the passage of laws which created new local courts in San Pablo City, (RA 9252), Tagbilaran City (RA 9309), Eastern Samar Province (RA 9307) and Roxas City (RA 9274).

Some other legislation which Kiko became actively involved with include the following:
• The Citizenship Retention Act of 2003
• The Filipino Overseas Absentee-Voting Act
• Anti Piracy Law

Presently, Kiko is actively campaigning for the passage of the Juvenile Justice Bill and the Independent Counsel Bill which would further strengthen the country’s judicial system and the government’s prosecutory arm.
Early Beginnings

Kiko was a student-activist during his college years. He was president of the UP Student Council and the first UP Board of Regent student-member with voting power. He earned his Bachelor of Laws and Bachelor of Arts in English at the University of the Philippines. He also conducted lectures at the Ateneo de Manila. In 1997, Kiko pursued his Masters in Public Administration at the Harvard University’s Kennedy School of Government.
For almost a decade, Kiko was also a well-respected broadcast journalist. He is also a staunch human rights advocate. His crusade goes way back during the early years of his law profession when he worked as a collaborating lawyer with the Free Legal Assistance Group (FLAG) and handled pro-bono cases and up to the time he joined the pool of top-notch broadcast journalists of the country.

Good Politics

Presently, Sen. Kiko is the Vice Chair and the National Organizing Commission Chair of the Liberal Party-Philippines - the longest running political party in the country with over 58 years of history and tradition. He believes that strengthening the country’s “partyness” in government will usher the country along with all its political institutions towards a more competitive economy and further promote responsible and responsive lawmaking.
For the past years, he displayed leadership, political will, integrity and respect for the rule of law. During the last 2004 Congressional Canvassing, Kiko displayed patience, sobriety and calm to usher a smooth canvassing process.

Despite the hectic schedule, Sen. Kiko still manages to take part in civic-oriented organizations, and continues to visit various project sites and touch base with his constituents. Kiko is passionate about strengthening the Filipino family, empowering the youth, revitalizing the judicial system, promoting respect for human rights and working for an accountable and responsive government. From student leader to senator, his vision of a new leadership has not wavered and he continues to encourage Filipinos to be active, to take a stand and participate, and to inspire them so that they too can lead and work towards a better Philippines.

Michael Tan Defensor

Secretary Defensor was elected congressman of the third district of Quezon City in 1995, the youngest member of the House of Representatives. He won reelection in 1998. Defensor soon distinguished himself as a leading member of the group of young legislators in the House. He was named one of the top 10 Legislators, New Millennium’s Most Outstanding Solons and Most Consistent Outstanding Congressman for three consecutive years by the Gladiators Magazine and Congress Watch Magazine. Reelected in 1998, Defensor was voted by his party-mates as assistant minority floor leader of the Eleventh Congress.

His legislative accomplishments include the passage of RA 8313, An Act upgrading the Quirino Memorial Medical Center, and RA 8976, An Act Requiring the Fortification of Processed Foods with Essential Micronutrients.

He co-authored priority bill including, An Act Creating the Department of Housing and Urban Development, Dangerous Drugs Act of 1998, Act Amending the Magna Carta of the Disabled Persons, and an Act Mandating the Nationwide Rabies Vaccination Program.

Following President Gloria Macapagal Arroyo’s assumption of the presidency, Defensor was named presidential adviser on housing and chair of the Housing and Urban Development Coordinating Council (HUDCC). He was awarded Most Outstanding Cabinet Secretary by the Gawad Paglilingkod Metro Manila Radio Reporters Organization in 2002 in recognition of his performance as chairman of HUDCC. In 1999, he was cited by Asiaweek as one of Asia’s Political Leaders of the New Millennium.

Born on June 30, 1969, Defensor was elected councilor of Quezon City in 1992, the youngest member of that body. He was reelected in 1992.

Defensor finished high school, Bachelor of Arts in History, and Masters in Public Administration at the University of the Philippines.

Online Writing Workshop

With today’s generation, the Internet has made a considerable impact in all fields of human endeavor.

In its decades of existence, it manages to stress its importance to our lives. The Internet makes our lives more productive and interesting. It provides easier access to countless, up-to-date information and better communication and interaction in the so-called "online community".

Thus, KALIPI will be using the internet in one of its projects called “Online Writing Workshop”, wherein interested students will receive their in-depth training in writing using the internet as a tool.

It is a two-month course open to all college students. This will include discussions on: Introduction to Writing and Basic Principles of Writing News Article, Feature Article, Opinion, and Press Releases. Organizers will only get 20 participants. They will be grouped into four; each will be handled by a facilitator who has extensive knowledge in writing.

The workshop will be divided into seven parts to cover all lectures mentioned above. Each part is divided into three phases. First, participants will be given reading materials; second, they will be asked to submit an article; and third, facilitators will send their comments on the submitted article, providing them also with additional tips and strategies. In the last part of the training, participants will be asked to write articles that will be posted in the KALIPI blog. This will be opened for comments.

Please note that interactions between the participants, facilitators, and moderators will be done through sending emails.

Starting on 6 June 2007, interested participants may submit their application to the National Headquarters. Just email your letter and curriculum vitae at kalipiblog@gmail.com. Deadline for submission will be on 29 June 2007 and confirmation of application will be sent on 4 July 2007.

Training will start on 9 July and will end on 25 August 2007. Certificates will be given to the participants after they have finished the training.

KALIPI holds Campaign Management Workshop for BSU students

The Kabataang Liberal ng Pilipinas held a campaign management workshop last July 22-23, 2006 at Bulacan State University campus for ASAP candidates. The workshop aims to equip ASAP candidates in their upcoming student council election. The Alliance of Students for Action and Progress or simply ASAP is an allied organization of KALIPI-BSU.

The Campaign Management Workshop is an activity regularly conducted by KALIPI in various universities and colleges come student council election period. It is one of the numerous commitments of KALIPI to their members - providing them a venue for training and involvement in governance as future leaders.

Aside from the tips and strategies on campaign, the organizers also provided them with workshops on leadership and public speaking.

Prof. Jan-Argy Tolentino, KALIPI Secretary General, discussed the qualities and traits of a leader and Mr. Fidel Esteban gave some pointers on public speaking. The usual content of the campaign management training - the vote-get and vote-protect program - were given by Mr. Eric Caliboso, KALIPI NCR Chairman and Mr. Ace Gomez, National Students League (NSL) Coordinator.

Workshop activities were given by Ms. Arlene Concepcion, Ms. Julie Turqueza, Mr. Franz Dela Vega and Ms. Nyza Tolentino. Ms. Tolentino is one of the founders of ASAP and the Secretary General of KALIPI Central Luzon.

KALIPI - PUP Holds General Assembly, Elects New Officer

The Kabataang Liberal ng Pilipinas - PUP held a General Assembly last 21 July 2006 at the KALIPI National Headquarters. It was presided by the outgoing Vice President for External Affairs, Mr. Ace Gomez.

In the said assembly, Mr. Gomez enumerated the accomplishments of the chapter. Among the highlights of the report were the role of the chapter in the February student council election; its continuing support to the four academic organizations of CEFP namely PSS, SOD, JFINEX and ECONRES; the holding of a series of leadership youth camps and workshops; and the issuance of the identification cards to all its members.

“For many years now, KALIPI-PUP is consistent in being one of the active and dynamic chapters of KALIPI”, Mr. Gomez said. “And we are very confident to report to this assembly that we still hold that title. And to keep on holding that title, we need to elect officers committed to our advocacy and organization” he added.

The assembly elected their new set of officers and those who were given the opportunity and responsibility to strengthen more the chapter were the following student leaders;

He also presented a clear plan and direction of the chapter in his speech. “Our administration would be a mixture of continuation and innovations; leadership enhancement through workshops and youth camps; and political discussions and dialogues to raise political consciousness of KALIPI members and PUP students, he said.

Due to the continuing expansion of KALIPI in other colleges, the chapter is set to add college coordinators. The chapter will also reorganize its committees to address the concerns of its members more effectively.

WHAT IS KALIPI?

…the saving grace of the Liberal Party

The Kabataang Liberal ng Pilipinas (KALIPI) or the young liberals of the Philippines remains and is acknowledge being one of the most dynamic youth organizations of the country today.

KALIPI is composed of young patriotic leaders aged 15-35 years – – community youth, elected local officials, respected student leaders, dynamic community youth leaders and successful young professionals. These young Davids shall mould the future of the organization and the nation. The kind of Nation we will have tomorrow.

KALIPI is established on 21^st of August 1989 by the young turks of the Liberal Party Eli Quinto, Solphie Confiado, Dinggoy Roxas & Mikee Macapagal-Arroyo having in mind that this sectoral formation would be the venue for future leaders of the party and of the country.

After few months of establishment, Fmr. Sen. Pres. Jovito R. Salonga, the president of the party then, recognizes what the group has done in just a short period saying that KALIPI will be the saving grace of the Liberal Party.

KALIPI played a crucial role in Philippine politics; it stood for the removal of foreign military bases, stood against coup d’tat, lobbied for the creation of the National Youth Commission, fought for the Magna Carta for Students, launches Kabataang Kontra Cha-Cha, Anti-VFA campaign and participated in the 2^nd people power revolution.

KALIPI is the only Asian member of the International Federation of Liberal Youth (IFLRY) – the world’s largest organization of young liberals. Former KALIPI chair Chito Gascon and Rep. Neric Acosta served as Vice President for Asia of IFLRY. It is also a founding member of the Young Liberals and Democrats of Asia (YLDA) of which former KALIPI Vice President Jonathan Malaya served as President and the current KALIPI Secretary General as its head of membership committee.

Everyone has to start somewhere. Even the greatest leaders of our time began as someone other than what they eventually became. This is what KALIPI provides: a place where the leaders of tomorrow can learn the ropes, the ins and outs of leadership.

With KALIPI, the future leaders can both try their own ideas within an environment conducive to learning and tap the deep font of theories, learning and wisdom that only the 60 years of the LP’s existence can provide.

KALIPI’s success in this can be seen in our products: Sen. Mar Roxas, Fmr. DepEd Sec. Butch Abad, Presidential Chief of Staff Mike Defensor, Rep. Neric Acosta, Rep. Noynoy Aquino, Fmr. DepEd Usec. Chito Gascon and LP Dir. Gen. Eli Quinto are just some of the prestigious names who began with KALIPI.

Inculcate and deepen the liberal ideology

What one believes in is important. It, and the company one keeps, defines what that person is. In KALIPI, we are Liberals, believes in freedom, the sanctity of the individual and his or her rights, and are responsible and action oriented.

We believe that conflicts can be resolved through rational dialogue, that everyone has the right to their own opinion.

Build a strong youth movement

KALIPI is, at its core, a developmental organization. It’s about building the structures and systems that will allow the youth today to meet the challenges facing them in an effective, pro-active manner and to prepare today the leaders of tomorrow for the responsibilities they will eventually face.

There is no more fertile ground for the ideologies and principles of the organization other than that of a youth sector that is socially aware and united in its thrust to better the sector and the country. Thus, KALIPI does its utmost to help strengthen the youth movement through organizations work and networking, building bridges to other organizations and entities that may help the Filipino youth.

KALIPI also uses its connection with some of the well-respected legislators of the country to develop legislations aimed at strengthening the sectors and its advocates.

Active youth involvement in parliamentary struggle and provide for a meaningful youth involvement in politics

KALIPI does believe that the Filipino youth is apathetic out of choice. Time and again, even in recent history, events have shown us that the youth do act…. They’re just looking for a way to do so.

KALIPI hopes to provide the Filipino youth with a venue for responsible expression and effective action in responsible to the issues facing the nation and the youth today.

WHAT DO WE STAND FOR?

Principles and objectives of KALIPI
(Article 2, Section 1-12 of KALIPI Constitution)

1. KALIPI believes that the Filipino Youth is an agent of social, political and economic change and in them lies the future of this nation.

- KALIPI, therefore, aims to harness the vast potential of the youth for the end view of making them active participants in charting the nation’s destiny.

2. KALIPI believes that access in government must be accorded the youth to enable them to become more relevant and meaningful participants in Philippine society.

- KALIPI, therefore, endeavors to motivate the youth to enter government service not as a mere option but as a career decision.

3. KALIPI believes in a new brand of politics that depart from traditional politics, which is personality oriented, to a politics based on liberalism and the rational presentation and discussion of all issues, programs and ideologies.

- To this end, KALIPI, therefore, encourages healthy exchange of ideas, greater consultation with the people, wider participation by the citizenry, and resolution of ideas that affect all sectors in the Philippine society and the pursuit of programs that advance the total development of all Filipinos.

4. KALIPI shall propagate a type of politics that promotes and encourages a healthy plurality of political visions and options.

- In this connection, KALIPI strive to instill the concept of youth empowerment, which sees the Filipino youth taking an active role in the political arena and infusing young, energetic and fresh blood in all government branches.

5. KALIPI believes that each Filipino has a responsibility from which he/she derives his/her cultural and historical identity.

- KALIPI, therefore, aims to unite all Filipinos, especially the youth, regardless of origin, status and creed, towards the promotion and preservation of the nations sovereignty and the right to self-determination.

6. KALIPI believes that collective Filipino identity can only be developed through instilling national pride.

- To this end, KALIPI is dedicated to the enhancement and development of progressive and nationalistic leadership among the youth, constantly reminding them of their historical role n the pursuit of freedom and democracy against colonizers and dictatorships.

7. KALIPI believes the pursuit of this objective requires the organized and effective participation of the broadest sectors of the Philippine society.

- KALIPI, therefore, aims to establish its presence in all political and geographical units as well as in all academic institutions nationwide. Moreover, KALIPI is committed to cooperate with all progressive sectors of Philippine society.

8. KALIPI believes in development program that is systematic, rational, sustainable and nationwide.

- KALIPI is committed to the implementation of a development program which extends not only to urban areas but to the countryside as well; a program that will strengthen and develop both the country’s agricultural and industrial bases and enable the country to become self-sufficient.

9. KALIPI pursues peace based on social justice.

- To this end, KALIPI is committed to the consolidation of democracy in our country through equal access towards economic upliftment and self-improvement.

10. KALIPI believes that the country, being part of the international community of nations, can learn some lessons from experience of other countries as well.

- KALIPI, therefore, endeavors to preserve and promote international solidarity among nations.

11. KALIPI believes in protection of the environment and natural resources to ensure sustainable development.

- In this vein, KALIPI is committed to take an active and meaningful role in fostering environmental consciousness and incumbent upon the present generation to ensure that the succeeding generations will be heir to a clean, healthy and safe environment.

12. KALIPI believes that all Filipinos must be accorded to equal access to education.

- KALIPI, therefore is committed and shall work for a relevant, liberal and nationalist education that is consistent with the needs for national development.

Who can be a member of KALIPI?
(Article 3, Section 1 of the KALIPI Constitution)

a) Be a Filipino citizen
b) Be at least 15 and not more than 35 years of age
c) Be of good moral character
d) Have attended a KALIPI Executive Committee duly authorized and/or recognized formal Basic Orientation Seminar on Liberal Democracy (BOSLD)
e) Pay the membership fee to be determined by the National Board and
f) Subscribe to the following oath of affiliation

(The national officers and provincial, city and school chapters shall have the authority to administer the oath of affiliation of incoming members. The highest-ranking officer present during the conduct of the oath taking shall administer the oath. However, in the absence of the national officer or provincial, city or school president, the next highest-ranking officer present may administer the oath. - Art. 3, Sec. 5 of the KALIPI Constitution-)

What are the duties and responsibilities of KALIPI members?
(Article 3, Section 3 of the KALIPI Constitution)

a) Uphold the principles and objectives of the organization at all times
b) Attend, participate and contribute to any organizational endeavor and
c) Pay the annual membership dues to be levied by the local chapters

What are the rights and privileges of KALIPI members?
(Article 3, Section 2 of the KALIPI Constitution)

a) A vote in all KALIPI meetings and be represented by their elected officers in the national assembly
b) Be elected to any elective position in the organization, subject to the rules governing such
c) Participate in the activities of the organization
d) Enjoy the facilities and resources of the organization and
e) Be an automatic member of the Liberal Party with all corresponding rights and privileges

Can a member be expelled from KALIPI?
(Article 15, Section 3 of the KALIPI Constitution)

Yes, these are the grounds for expulsion: culpable violation of the constitution, acts inimical to the organization, disloyalty to the organization, non-payment of the annual membership fee with in the reasonable time, failure to attend three consecutive meetings, and failure to attend local and national programs and activities. The Provincial, City or School chapter Executive committee where a member belongs shall hear and decide expulsion proceedings against any member.

HOW IS KALIPI ADMINISTERED?
(Article 4-12 of the KALIPI Constitution)

1) The National Assembly (NA) – It shall be the highest policy making body of the organization. It hears, approve, and ratify reports of the NB, NEC and other standing committees of the organization. It also enacts a three-year General Program of Action (GPOA) of the organization, elect the members of the National Board and the National Executive Committee, approve resolutions for adoption by the organization and as a whole or through any of its members, propose amendments to the constitution and ratify the same.

NA shall be of composed of the National Board (NB), National Executive Committee (NEC), The Auditor, The Chairpersons of the standing committees of the National Secretariat, Regional Chairmen, Provincial, district, city, municipal and school chapter presidents and such other delegates as may be determined by the National Board.

2) The National Board (NB) – It shall be the policy-making body of the organization in between meetings of the National Assembly (NA) and shall have the following functions: adopt general policies and rules of the organization consistent with this Constitution; create special Committees, in addition to the standing committees provided by this constitution, as it may deem necessary; prepare agenda and convene the National Assembly; and shall propose a three-year General Program of Action and budget for the next Congress.

It shall be composed of Chairperson, President, Executive Vice President, Vice President for the Community, Vice President for the Students, Secretary General, Treasurer, Chairperson for the National Capital Region (NCR), Chairperson for the Northern Luzon (NL), Chairperson for the Southern Luzon (SL), Chairperson for Eastern-Central Visayas, Chairperson for Western-Central Visayas, and Chairperson for Mindanao.

3) The National Executive Committee (NEC) – It shall be the executive and administrative body of the organization and shall have the following functions: Ensure the implementation of the three0year General Program of Action (GPOA) and other policies and rules adopted by the National Assembly and National Board and as provided by this Constitution; confirm the appointments of the chairpersons of the different standing committees and create other position, as it deems necessary; and perform such other functions as may be assigned by the National Assembly or the National Board.

It shall be composed of the Chairperson, President, Executive Vice President, Vice President for the Community, Vice President for the Students, Secretary General, and Treasurer.

4) The National Secretariat – It should be under the direction and supervision of the Secretary General. It shall consist of the following Standing Committees: Recruitment and Membership Committee (RMC), Research, Education and Issue Advocacy Committee (REIAC), Electoral Participation Committee (EPC), Media and Publications Committee (MPC), International Relations Committee (IRC), Special Projects Committee (SPC), Speakers Bureau (SB), Indigenous People’s Committee (IPC), and Finance Committee (FC).

Each committee shall assist the National Executive Committee in the actual implementation of the GPOA adopted by the National Board and shall formulate its own operational procedures and adopt policies and programs in the performance of its vested tasks.

Each committee shall have its own chairperson which shall be appointed by the Secretary General. The chairperson shall appoint the Vice-chairperson, and the members of his committee.

5) The Regional Board – It should be the administrative body of the region. It coordinates the activities of provincial, district, municipal, barangay and school chapters; report directly to the area chairperson; facilitate the regional congress/assembly; performs such other functions as may be determined by NA, NB, NEC, Vice Presidents and Area Chairpersons.

It shall be composed of the following officers: Chairman, Vice Chairman for Community, Vice Chairman for Students, Secretary General, Treasurer, and Auditor. Regional Board officers shall be elected by their respective regional constituencies and shall serve for a term of three years.

6) The Local Organization – It is composed of Community and School-based Chapters. Each chapter, be it community or school, shall have the following officers: President, Internal Vice President, External Vice President, Secretary General, Treasurer and other officers as the chapter may deem necessary. Local organizations may adopt its own by-laws subject to review by the National Board.

Community Chapters shall be provincial, district, city, municipal and barangay chapters and its composition should be:

a) A minimum of eight members shall compose a barangay chapter.
b) A minimum of fifty members from at least three (3) barangays shall compose a municipal or city chapter.
c) A minimum of one hundred (100) members from at least three (3) municipalities and/or cities shall compose a provincial chapter.

School-based Chapters shall mean chapters based in the universities, colleges, vocational/technical and secondary schools. A minimum of fifteen (15) members shall compose a school chapter.

7) The National Officers – It shall be composed of the Chairperson, President, Executive Vice President, Vice President for the Community, Vice President for the Students, Secretary General, Treasurer, Area Chairpersons, and Deputy Secretary General.

a) The chairperson shall preside over the meetings of the National Assembly and National Board. He/she shall seat as an ex-officio member of the (NEC) and perform such other functions as may be assigned by the NA and the NB and the chairperson with the finance committee, shall give proposals and the responsible for raising funds.

b) The President shall be the head and official spokesperson of the organization. Exercise direct supervision as to functions and operations of the NEC and shall convene and preside over its meetings, enter into agreements and contracts in behalf of the organization with the concurrence of the NEC, prepare the coordination with the secretary general a written executive report to the National Assembly covering the activities of the organization during his/her incumbency and perform such other functions inherent in his/her position as presiding officer of the NEC and functions assigned by the NA, NB, NEC.

c) The Executive Vice President shall assume the function of the President in his/her absence. In case of vacancy in the Presidency due to death, disability, suspension, resignation, or disqualification, automatically take over as President. He/she should supervise and coordinate the National Vice Presidents and the area chairpersons and perform such other functions as may be assigned by the NE, NEC, NB.

d) The Vice President for Community and Students

The Vice President for Community shall spearhead the conduct of community chapter building activities nationwide, exercise general supervision over all community chapters nationwide, coordinate the activities of the area chairpersons regarding the community sector, advocate community issues and concern with the National Board and at-large, and perform such other functions as may be determined by the NE, NB, NEC.

The Vice President for Student shall spearhead the conduct of school chapter building chapters nationwide, exercise direct supervision over all schools nationwide, coordinate the activities of the Area chairpersons regarding the Student sector, advocate students issues and concerns with the National Board at-large, and perform such other functions as may determined by the NA, NB, NEC.

e) The Secretary General shall be the executive officer of the organization, organize the head of the National Secretariat, keep full minutes of the meetings of NA, NB, and the NEC and shall be responsible for the safekeeping of all officials records and document, prepare communication to the various chapters, when authorized by the NEC, enter into agreements and contracts and behalf of the organization, submit a written annual report to the NEC covering the activities of the National Secretariat, appoint other officers as he/she may deem necessary to assist him/her in the performance of his/her tasks, be the custodian of the properties (fixed assets) of the organization, and perform such other functions as may be assigned by the NA,NB, NEC.

f) The Treasurer shall be the custodian of all funds and financial assets of the organization. He/she makes a semi-annual financial report to the NEC and an annual financial report of the chapter, countersign all checks, vouchers and disbursement of the organization, and perform such other function as may be assigned by the NA, NB, NEC.

g) The Area Chairperson – There shall be Area Chairperson for the National Capital Region, Northern Luzon, Southern Luzon, Western & Central Visayas, Eastern & Central Visayas and Mindanao, elected by their respective constituent assemblies during the National Assembly. They shall act as liaison officers of their respective areas to the National Board and the National Executive Committee, endorse the resolution proposed by their respective areas and report activities, plans, programs, and policies of the organization to their Area of responsibility, and coordinate the activities of the chapters in their respective areas and perform such other functions assigned by the NA, NB, NEC.

h) The Deputy Secretary General shall be appointed by the Secretary General whose term should be co-terminus with the National Board. Assist the Secretary General in his/her function as executive officer of the organization and act as the acting Secretary General in case of vacancy due to death, disease, etc. until a new Secretary General is elected. He/ she should also perform such other function as may be assigned by the Secretary General NE, NB, NEC.

i) The Auditor shall be elected at large by the KALIPI National Assembly in Congress, and shall serve for as term of three (3) years. The Auditor shall at all times independent of the National Board. The office shall not, at any time, be considered as constituting part of the Executive Committee or the National Board. The Auditor shall be responsible for undertaking regular review of the financial situation of the organization as well as the effective and efficient performance of duties by all KALIPI officers.

The Auditor shall carry an Ombudsman function such as receiving complaints and suggestions from all members for all purposes of conducting an independent inquiry and achieving a satisfactory resolution. The auditor may recommend the establishment’s modes of grievance procedures and mechanism as may appropriate, and shall assumed all the tasks previously entrusted to the Executive Vice President with respect to only with its auditing functions.

8) The Political Council - There shall be a political council which shall be composed of elected local and national officials who are members of KALIPI. It shall serve as consultative body of the organization. Membership of the political council shall be for those who have not reached the age of 36. All members of the political council are entitled as delegates to National Assembly.

CAN AN OFFICER BE IMPEACHED OR SUSPENDED?

Impeachment of National Officers - Yes, these are the grounds for impeachment: culpable violation of the constitution, acts inimical to the organization, misrepresentation of the organization, gross dereliction of duties and responsibilities. All impeachment proceedings against any National Officers shall be heard and decided by a National Tribunal to be created by the National Board when such cases arises, and it shall be composed of: a representative from the Liberal Party who is member of the National Executive Committee to act as chairman and four (4) members of KALIPI with proven integrity, competence and honesty as members.

Suspension of Local Officers - Yes, these are the grounds for suspension: misrepresentation of the chapter, dereliction of duties and responsibilities, and insubordination. All suspension proceedings against provincial, city and school officers shall be heard and decided by the NEC. All suspension proceedings against municipal and Barangay officers shall be heard decided by the provincial or city executive committee.

What are the other organizations that comprise the liberal movement in the Philippines and in the world?

1) Organizations within the Liberal Party Structure

Parliamentary Caucus – It is composed of elected Senators and Representatives who are LP members. This group is responsible for the lobbying of liberal agenda in both houses.

Liberal Local Legislators League (L4) - L4 was formally launched in Manila on January 9, 2004. This group is composed of elected vice governors, provincial board members, city and municipal vice mayors and councilors. L4 aims to strengthen local autonomy through legislations. With the assistance from the leadership of the Liberal Party, L4 will be working hand in hand with the LP’s Caucus of Local Chief Executive.

Caucus of Local Chief Executive – This group is composed of LP elected local executives; governors, city mayors and municipal mayors. The group aims to strengthen local autonomy being one of the key principles of liberal politics. This group also aims to help LP local chief executives to better their skill in governance.

2) Allied Sectoral Organizations/ Policy Institute

LP Ladies – This is a group of women who are members of LP advancing the interest of women as an active member of the party and citizen of the country.

Liberal Caucus of Congressional Staff (LCCS) - The LCCS is an allied sectoral organization of the Liberal Party composed of the Congressional Staff of LP legislators from the Senate and the House of Representatives.

Liberal Professionals – This is a group of professionals of all fields pursuing liberal politics.

National Institute for Policy Studies - Since its inception in 1989, the National Institute for Policy Studies (NIPS) remains to be the principal political institute that undertakes programs for the promotion of liberalism and democracy in the Philippines. As an Institute committed to liberal politics, it necessarily works closely with the Liberal Party and other liberal groups and organizations. However, it is registered under Philippine laws as an independent, non-profit organization with a separate legal personality from other organizations and parties.

One of the most significant functions of the Institute is as a liberal training center. This mandate is undertaken through two important programs, namely: Civic Education (Basic Orientation Seminars / Trainings), and Political Dialogue (Liberal/Democracy Forum)

3) Allied Regional and International Organizations

Friedrich Naumann Stiftung (FNSt) - The Friedrich-Naumann-Foundation is the Foundation for liberal politics of Germany. Its programs at home and abroad aim at promoting the principle of freedom of the individual in human dignity. The first President of the Federal Republic of Germany, Theodor Heuss, established the Foundation for liberal politics in 1958. The Foundation sees itself as an agent of organized liberalism. It enjoys close links with Germany's Free Democratic Party (F.D.P.) and Liberal International (LI).

Council of Asian Liberals and Democrats (CALD) - CALD provides a forum for sustained discussion of changing developments occurring in the countries and the region as a whole, as well as assessing liberal solutions to political, economic, social and cultural challenges in Asian democracies.

Liberal International (LI) - Liberal International is the world federation of liberal political parties. Founded in 1947 it has become the pre-eminent network for liberal parties and for the strengthening of liberal democracy around the world. There are a number of common principles, which unite all liberal parties from Africa, the Americas, Asia, and Europe; human rights , free and fair elections and multiparty-democracy, social justice, tolerance, social market economy, free trade, environmental, sustainability, a strong sense of international solidarity.

Young Liberals and Democrats of Asia (YLDA) - YLDA, as the name suggests is the federation of liberal youth organizations and individuals in the Asian continent. Its membership is as diverse and dynamic as Asia itself. It is composed of youth wings or sectors of Asian liberal and democratic political parties, Asian youth organizations that adhere to liberal and democratic values, and individuals that freely commit to the goals and objectives on which the federation was founded.

It was established in Manila, Philippines during the 1st CALD Young Leader’s Workshop in 2002. The organization was formally founded a year later in Phnom Penh, Cambodia when the YLDA Constitution was adopted and the first Executive Committee was elected. Its founding officers are Jonathan Malaya (KALIPI-Philippines) as President and Rajendra Mulmi (Youth Initiative-Nepal) as Secretary General.

YLDA envision a society where the liberal ideals and principles as well as democratic practices are established. In this society, the young generation and their organizations are empowered, responsible and active participants. Its ultimate goal is to see YLDA become a strong network of liberal youths and youth organizations assuming a lead role in promoting liberalism, democracy and peace throughout Asia.

International Federation of Liberal Youth (IFLRY) - IFLRY is the international umbrella organization of liberal youth organizations. It is the platform for co-operation among liberal and radical youth and student organizations in the world. IFLRY's policies are based on the belief in the universality and indivisibility of human rights. As liberals, IFLRY strive for a free and tolerant society without any form of discrimination, with equal opportunities, respect for the individual and the minorities.

Alliance of Liberals and Democrats of Europe (ALDE) - ALDE is the third largest political group in the European Parliament and holds the balance of power in the centre of Europe's only directly elected institution. The group currently comprises 89 MEPs from 20 countries of the Union as well as observers from Bulgaria and Romania and is led by Graham Watson, a UK Liberal Democrat.

4) KALIPI Allied Organizations

Council of Ladies (COLA) - Last year, KALIPI had its 1^st women’s summit in Subic and came-out with an idea of forming Council of Ladies or KALIPI-COLA. COLA was launched on March 2006. It aims to advance young women’s role in the organization and in politics as a whole.

National Student League (NSL) and Student Leaders Forum (SLF) - These two organizations are product of student leaders’ summit held in Pansol, Laguna last 2003. NSL is a loose network of student councils while SLF is a loose network of student academic organizations of different colleges and universities. Both are advocates of students’ rights. Also, NSL and SLF serve as an avenue for cooperation and solidarity between member council and academic organization. NSL and SLF holds student summit every two years in cooperation with KALIPI. Their 2^nd summit will be on July 2006.

Young Liberal-Professionals (YLP) This sub-sectoral formation addresses the concern of those school-based chapter members, who after graduation face a membership dilemma as to whether they will still be identified with their school or in their community. To give them an extra option aside from community-based chapter, the idea of having a young liberal-professional was proposed. In this way they will be given a new opportunity to air their concern in different perspective. It will also cater to those young professionals who are willing to join the organization.
